Meet Franklin Bell. Why is Franklin in the news?
A Colerain Township man, sentenced to a rehab program at River City Correctional, begged a judge Thursday to alter his punishment so he could keep his long hair.

39-year-old Franklin Bell admitted to being intoxicated June 28 when he was arrested in the 110 block of Hopple. His blood-alcohol content measured 0.112 percent. Police also found a small bag of cocaine in his vehicle.


River City Correctional requires patients to shave their heads, but Bell claims his hair helped form his identity. He asked Judge Robert Ruehlman if he could instead be sentenced to the Talbert House, which does not have strict grooming requirements. The judge refused, noting Bell has two prior drunk driving convictions.


It probably has never occurred to Bell that the identity his hair helped to create was that of a drunken loser.

Never the less, in Nopvermber 2008 did Bell vote for the hope and change of Obama or another four years of Bush.
