A real plan include the costs and benefits; to enable taxpayers to make an informed assessment on effectiveness of their tax dollars. But in politics, the cost side of most "plans" are hidden in perpetual and expanding debt so an informed decision is exactly the opposite of what most voters can make, which accounts fir most democrats in office today.
