Here's a rich article about the "Illinois Crime Riddle"
The gist of the article is this. The author cannot understand how it is that so many people continue to be sent to prison despite the drop in crime statistics.
I guess it never occurred to the author the crime rates are dropping because criminals are in prison instead of being on the streets.
