I'm doing some research on this. About what time did the dems take back control of congress? I wanna say, oh about, January of '07. Is that close. I think they at least started the Hope-n-change ball rolling.

If I may be so bold as to make a correction, but that's not a "hockey" stick graph. That's a putter graph.
