Life in "Progress" City

I'd like Ms. "Progressive" to answer this question for me.

Apparently, the only thing wrong with public schools is the amount of money they have. If that is the case, if I gave you a million dollars how would you spend it to prevent this.....
Cincinnati police are investigating an allegation that a 12-year-old boy attacked a girl last month in a classroom at John P. Parker School in Kennedy Heights, pulling up her skirt and violently mimicking rape in front of a substitute teacher who didn’t intervene.

According to the victim’s mother and police reports, the boy, a fifth-grader, was roaming the halls the afternoon of March 19 when he entered the the sixth-grade victim’s class. Other boys egged on the boy to “rape” the victim, and he grabbed her and began “hunching,” a slang term for aggressive humping.

He stopped only after his older sister pulled him off, the mother said.

What's so "progressive" about simulated rape in a sixth grade class?
